Things You Should Know Before Purchasing a UGTHOA Property

Assessments and Fees

     
Monthly Assessments:
Each town home is assessed $284.00 per month (last increase in 2025)
  • All Assessments are due on or before the First of each month.
  • Homeowner accounts are given a Delinquent Payment Grace Period for late payments not received by the Due date (First of every month). Payments received after the close of the business day on the last open business day of the month are NOT received until the next open business day of the month. These payments will be assessed a late fee of $20.00 for monthly assessments and $25.00 for Insurance Payment Assessments if received after the grace period end date. 
  • Please remember payments are DUE by the First of each month and Delinquent thereafter. As we have ONE due date, and a delinquent payment grace period.
  • Timely Payments are greatly appreciated as we ask Homeowners to only use the grace period end date in emergency situations and not a monthly occurrence.
  • Payments dropped in the drop box after business hours are considered to be received on the next business date. It is the homeowners responsibility to make sure payments are received by the office before the last open business day of the month during business hours when choosing to pay with in the Delinquent payment grace period.
  • If mailing payments or paying by bill pay through your bank, please allow the USPS recommended mailing time standard of 7 to 10 business days prior to the monthly due date or end of the month if paying during the Delinquent payment grace period.
  • As an alternate and added benefit to avoid mailing delays each homeowner also has access to their private portal which allows automatically updated payment options to avoid late fees as well.
  • Receiving monthly payments on time helps the association function correctly and efficiently. Additionally also helps eliminate payment errors and disputes. Once the end of the month has closed a new month has started.

Pool keys can be purchased by check or money-order from the office for $10.00 each.

Mail Box Keys and Box Assignments:

The association has no information on USPS Mail delivery on property.
For information on mail box #s, keys, or repair 
You will need to contact your Mail Carrier or the Post Office.  

In the event of vandalism or mail tampering please contact and report to the appropriate authorities: USPS and or the Police for further assistance.

​​Annual Insurance Assessments:
Each homeowner is billed annually for Group Property Insurance (Previous years bills have ranged from $981.80 - $1523.60 per town home) with the New 2025 Insurance arriving at $1176.66 per townhome.
  • Insurance billed annually each March or April (This cost is in addition to monthly assessment)

Catastrophic loss and Rebuild Coverage  For Exterior ("STUDS OUT" only) Exterior walls are the shell of the building of the original build/tract, Brick, Wood exterior walls or hardy plank. Soffits and Roofs consistent of sheathing, shingles, flashing, vent pipes/caps, and chimney caps. (This Policy does not cover any interior of town homes) Annual Association Group Insurance policy covers only the exterior building, and DOES NOT COVER ANY INTERIOR REPAIR or obligation.     

It is the responsibility of each homeowner to provide the following for each town home:
Homeowners are to insure their Townhomes with an HO-6 Policy that has the same coverage as insuring a single-family house (Excluding the Associations (STUDS OUT) Group Policy that only covers the original exterior shell structure and roofs of the original tract/buildings (STUDS OUT).
Homeowners HO-6 Policy coverage should include coverage for
 Private personal property, These options may include terms like: *Building Property Protection that includes all internal infrastructure and materials that create your walls ceiling and floors. ***Further examples are listed below, *Personal property coverage- with options of actual cash value or reimbursement provisions, *Guest medical, *Additional living expenses, *Liability coverage that includes coverage for repairs from accidental damage of another's property as an example but not limited to 'shared walls' (this is not covered by the blanket policy as all homeowners are responsible for non normal wear and tear and personal actions including unforeseen  and accidents including their guests.*Flood insurance, *Personal umbrella policy, *Water back up coverage, *Extended protection coverage, *Building code coverage, *Additional protection of personal items, *Personal business property, *Electronic data recovery, *Green improvement reimbursement.

***As an example of what each Homeowners HO-6 Insurance policy should cover are: All internal/interior building infrastructure and materials as in All sheetrock, wood, structures, cabinetry, water supply lines, all electrical and upgrades, gas, and sewer.  wall studs, flooring, stairs,  appliances, fixtures, hardware, all doors, door frames, windows, and window frames, window coverings internal and external, attic fans, ventilation and plumbing, thresholds, garage doors and all accessories, Skylights, if applicable preapproved roof mounted exhaust fans, interior chimney flue and damper, dryer ventilation/covers, kitchen exhaust and water heater ventilation/flue pipes, Central AC and Heating Systems, AC drainage and ventilation,  private patio additions including such added accessories as patio roofs, walls, drainage, decks, and private walk ways, regular weatherization of all access points from exterior to interior as stated above.- these are private area belongings owned specifically by the homeowner, these items are the FULL Responsibility of the HOMEOWNER and Their private Insurance Company to cover and ARE NOT COVERED UNDER THE PROPERTY BLANKET INSURANCE POLICY. This information is given so our homeowners are adequately insured correctly. Please speak to your insurance carrier regarding your HO-6 Policy coverage and an additional Loss Assessment Endorsement for your protection.

The association also has a foundation limited financial liability allotment. Once this allotment has been reached it is the Homeowners past, present or future full financial responsibility there after.

Flood Insurance - (Zone X )- private coverage is not required, but suggested) to cover damage by major flooding events affecting multiple properties in the area. (This type of coverage is not included in the group policy).  Water damage from leaks, personal property exterior drainage issues resulting in interior water damage to a single property is usually covered by your Homeowners Insurance. Check with your insurance agent.

Each town-home is purchased and owned as an individual residence. Just as in single family homes, homeowners are responsible for the services and utilities that are connected and provided to their individual townhomes.
  Homeowners that rent or lease their property are responsible for ensuring that their tenants understand and comply with these guidelines.
Homeowners that rent or lease their property please understand when requested under- Senate Bill 1588 Section 209.016 Authorizes a property owners association to require property owners who lease their property to submit to the property owners association contact information, including the name, mailing address, phone number, and e-mail address, of each person who will reside at a property under a lease and the commencement date and term of the lease. This provision takes effect on September 1, 2021.

   UGTHOA is an attached home community. Residents are required to abide by the association Laws and Covenants and we ask that everyone be considerate of your neighbors… at all times. Any planned modification to the exterior of your home must be submitted to the architectural committee on a request form for review prior to work being preformed.
 
This includes installation of windows, decks/patio covers, patios, front doors, garage doors and more.  Refer to ACC Overview Guideline Document for options on fixtures and exterior changes/improvements to your property. ACC Guidelines (Filed 2012)   ACC Application Form
 

 Any exterior modification will require an ACC review before changes are made. Backyard structural changes are included. The review process takes approximately 2 to 3 weeks. Contact the office for more information.

 Satellite Dishes - are not allowed on the roofs, under the Architectural Committee Rules. Roof mounting voids the roof warranty. Notify the office before any dish installation is done for more information 281-984-8217.  Mount only on eaves and rake eaves in a location that is not seen from the front of the unit. When roof mounting occurs, it voids the roof warranty, Homeowners/Current and future automatically become responsible for all future roof repairs. It is the owner’s responsibility to oversee the proper installation of the satellite dish. The roof repair will need to be corrected thus the satellite dish will need to be removed by homeowner and repair cost reimbursed to the HOA to bring the roof within warranty including when home is transferred to another owner.

Exterior A/C units - (window units, etc.) are not allowed.

It is the responsibility of each homeowner to maintain and repair the following for each individual unit.

Doors and door frame/assemblies -Homeowner maintained, including the painting, repair and staining of each property's trash, garage, front and back doors. UGTHOA Approved Custom paint colors are on file at Southwestern Paint Co. Benjamin Moore 16864 TX 3, Webster Tx. 77598 ​281-724-1160

Sewer, water and electrical lines - connected to each individual property are Homeowner maintained. Meter to Main is Clear Lake City Water Authority. Meter to Home is Homeowners. The sewer is Clear Lake City Sewer Authority.  CLCWA 281-488-1164

Windows (including Skylights and Atrium walls) Homeowner maintained - color restrictions do apply (white vinyl window frames are not allowed in the units built before 1991), before replacement of any windows contact the office/ACC for more information.

Window Coverings -Homeowner maintained, must conform to a neutral style, no pictures, flags, signs or aluminum foil should be placed in any windows of the home.  (This includes the front, back, side or upper and lower windows)

Fences /Gates-Homeowner maintained, maximum height requirements are in place and fences are maintained by the owner. Homes built prior to 1991 require the exterior of your fence to be painted the approved UGTHOA Manor House Brown.

Exterior Modifications/Additions:  Any modification to the exterior of your home must be submitted to the Architectural Control Committee (ACC) for review and approval prior to work being performed.  This includes, but is not limited to the installation of windows, decks, patios and patio covers. Homeowners expense.
 
Parking - Owners and tenant vehicles should be parked in garages or on driveway pads. Guest spaces are for visitors only, on a temporary basis.  Please notify the office for visitors parking longer than 5 consecutive days. Street and Grass parking is prohibited within UGTHOA governed property. Vehicles may be towed at homeowners’ expense.

Trash pickup - Monday and Thursday mornings. Place bags or homeowner provided trash cans in trash room closet. Please do not over fill your trash receptacle to prevent damage to the can or torn bags. Torn bags cause loose trash, over filled and heavy trash cans cause abnormal wear on the cans due to the weight and need for forced removal from the can and may cause the refusal of trash disposal.  Bags are the preferred means of trash disposal with a garbage can, A can with a lid helps deter rodent activity. Heavy pick up is Monday and Thursday (heavy pick up is limited to 2 large items less than 50 lbs.)
Landscape cuttings must be bundled in a maximum of 4-foot lengths and set out the day of trash pick-up. Large tree cuttings larger than 6 inches in diameter are not allowed and are the homeowners responsibility to remove from property.
Construction debris outside the scope of regular residential trash is not allowed and must be removed immediately via contractor or homeowner in the situation that the garbage service refuses to remove. Please be respectfully responsible and make accommodations outside the association to have these items removed from your property.

Garbage room - Homeowners and their tenants are to keep garbage rooms clean with homeowner maintained garbage doors, frames, knobs, hinges and adjusted strike plates for proper closure. This will ensure that our garbage service is productive, and doors can be easily shut once garbage has been collected.

Private Area Tree/Bush/Shrub Trimming - it is the homeowners’ continuous responsibility to regularly maintain all-natural growth in the private front and back patios/yards. Any growth including vines that cause damage to the buildings is at the homeowners’ expense, Repair cost due to negligence is billed directly to the homeowner’s ledger.

Note: The landscape contract does not include the clean-up of individual homeowner’s private front or backyard debris. Please do not place private yard clean up debris in the common area and or out in the driveway area for the association to assume clean up. The Association DOES NOT have a dumpster to dispose of such items. The association uses the same weekly residential garbage service as homeowners. Homeowners are required to dispose of debris in bundled 4-foot lengths or bag clean up trimmings and place them in the garbage room or around the garage-room area. The trash pick-up contractor will remove it from the property on Monday and Thursday. Please avoid stacking items on the common area grass, if at all possible, this will smother the grass, and repair may be at the homeowner’s expense.  For more information, please refer to the ACC Overview Document link that is located in the Governing Documents section above.
